A New Voice for Recovery Housing

CABAT is a new and growing coalition founded by leaders from nonprofits, recovery organizations, and community‑based groups who recognized the need for a unified voice in recovery housing. Formed just a few years ago, CABAT began in Orange County and has quickly expanded its reach across California. Our mission is to support recovery residence efforts, strengthen communication with local governments, and ensure fair, compassionate treatment for individuals in recovery. Though young, CABAT is driven by experienced founders and a shared commitment to building a stronger, more informed recovery housing landscape statewide.

What We Do

CABAT unites operators, advocates, and community partners to defend recovery housing from stigma, misinformation, and unlawful local actions. We provide policy leadership, legal clarity, and statewide coordination to ensure people in recovery have access to safe, supportive homes.

We combine grassroots advocacy with policy expertise. CABAT monitors local and state developments, mobilizes members when action is needed, and works directly with policymakers to uphold California law. Our approach is collaborative, data‑driven, and grounded in compassion.
